Voice communications through the switchboard can be accomplished between the hours of 6:00 a.m. and 11:30 p.m.; communications to the cottages and by fax and e-mail are available 24 hours a day, seven day a week.
Visiting hours for the adult and geriatric cottages are 3:30 to 4:30 p.m. and 6:30 to 8:00 p.m. Visiting hours for the adolescent cottage are 7:30 to 8:30 p.m. on weekdays and 9:00 to 10:00 a.m. and 2:00 to 4:00 p.m. on holidays, Saturdays and Sundays. Visitation outside of these hours can be coordinated with the patient's social worker for special situations.
The Thomas B. Finan Center is a licensed 119-bed state of Maryland operated inpatient psychiatric hospital located in Cumberland Maryland. The hospital serves citizens statewide. The Center's operating capacity is 80 beds and
focuses on the adolescent (13-17), adult (18-64) and geriatric (65 and over or functional level) populations. The Center serves as an integral inpatient component in the network of mental health services for the state. The Center strives to provide each patient an individualized plan of care in the least restrictive setting permissible and as designed by a multi-disciplinary team of mental health professionals and the patient. Pastoral counseling is provided
based on each patient's preference. Each patient's course of care is structured to help the patient ascertain the highest level of rehabilitation in the least amount of time to expedite return to the most appropriate community setting.

Emergency psychiatric services (EPS): The EPS program is funded through the Garrett County Community Mental Health Center to provide crisis services to citizens after normal working hours, holidays and weekends. It is located in the Garrett County Memorial Hospital Emergency Room. The program can be accessed by dialing 911 and asking for the Emergency Psychiatric Service.
The Emergency Services Department at GCMH offers a complete range of services to meet all of life's emergencies--great and small -- including:

The Emergency Department includes eight patient care areas that feature advanced cardiac monitoring, trauma and diagnostic equipment.
The department is staffed with qualified emergency physicians who are certified in Advanced Cardiac Life Support and Advanced Trauma Life Support. They are backed by a team of surgical and specialty physicians who are on call around the clock. Rounding out the team are registered nurses, certified in Advanced Cardiac Life Support and Pediatric Advanced Life Support, as well as emergency room technicians. The emergency room is open to everyone 24 hours a day, seven days a week, with care provided to approximately 18,000 patients annually.
Our staff maintains a close working relationship with pre-hospital emergency care providers throughout Garrett and surrounding West Virginia counties. Using Emergency Medical Services (EMS) telecommunications, our emergency room physicians can provide medical direction to local ambulance and rescue personnel, a service that is vital to rural communities.

Garrett County Community Mental Health Center is a comprehensive community based center staffed to serve people who live in Garrett County. Its clients are children, adolescents, adults and families with a wide range of mental health problems. The staff consists of psychiatrists, social workers, nurses and mental health counselors

School-Based Program:
CPA, or Continuum of Personal Adjustment, is a program designed to meet the educational and emotional needs of children and adolescents who are having a difficult time adjusting to regular school classes. The CPA program features:
* Small class sizes
* A self-contained classroom with a teacher and one aide
* A therapist from Mental Health who meets regularly with CPA students
All personnel in the program are trained to help assist a CPA student with any problems he or she may be having that interfere with his or her performance in school.
The program's ultimate goal is to have students return to regular mainstream classes as soon as possible.
The CPA program is a cooperative service run by Garrett County Board of Education and the GCCMHC and serves Southern and Northern Middle and High Schools.

The Services component of the Department of Social Services provides an integral and mandated service to vulnerable children and adults. In addition, the philosophy of family preservation and the many facets of service delivery required to strengthen the family unit are seen as an essential ingredient to healthy families. The two philosophies, one of protection and the other prevention, are often seen in conflict. In reality the challenge is to offer a continuum of services consistent with the Mission of the Department.

Independent Living Program: Provides youth in foster care with life skills and support so they can live independently in the community by age 18 or by age 21 if in school or training.
Child Protective Services: This program exists to protect children from abuse and /or neglect and to conduct investigations regarding child abuse and neglect. We investigate all reports of suspected child abuse and neglect and determine risk to the child. We provide support services, parenting skills training and referrals to other community services so families can continue to care for their children.

The Mental Hygiene Administration (MHA) is a "Consumer-driven system of care." This director provides Executive level representation and direction for implementing statewide consumer input and oversight of the Public Mental Health System (PMHS); collaborates with individual mental health consumers, family members, consumer and family organizations, relevant governmental agencies, service providers, and advocacy organizations in planning a comprehensive, consumer-centered public mental health system; provides Executive level input into the recruitment, training, supervision, workforce distribution, utilization, regulation, quality assurance, and contractual oversight of the PMHS; provides administrative, programmatic and consultative support to statewide consumer and family organizations, the Mental Hygiene Administration, Medical Assistance Administration, Governor's Office on People with Disabilities, Core Service Agencies (CSAs), the Administrative Services Organization for the PMHS, service providers and other agencies. The Director of Consumer Affairs reviews and evaluates programs within the MHA for its effects on recipients and consumer involvement; reviews legislation, regulations, contract medical necessity criteria, Management Information System PMHS reports, CSA and program reports to monitor impact and effect on consumers of the PMHS services; develops technical assistance or implementation strategies, training materials, administrative procedures, policy papers and program guidance; has responsibility for the development and expansion of self-help/peer support groups and their inclusion into State and CSA policy planning and development.

The Maryland Salem Children's Trust, Inc. is a non-profit corporation whose main purpose is to provide a Christian home and therapeutic environment for neglected and emotionally disturbed children.
Set amongst a backdrop of old-growth cherry, maple, pine and oak trees in the Appalachians and bordered by exquisite Meadow Mountain and pristine state forest in beautiful Garrett County - the Maryland Salem Children's Trust beckons as a haven for children who have experienced repeated trauma at a young age.
It is a sanctuary whose mission is to glorify God and respect His creation through promoting reconciliation and peace in a world of broken promises and failed responsibilities.
From its humble beginnings in a single farmhouse over two decades ago to the nine structures now in use and the creation of two therapeutic genre: a residential program and a day school, Salem has grown steadily through divine guidance and the help of a world-wide network of friends and, through the years, has served over three hundred children between the ages of six and eighteen.

SERVICES OFFERED: Referrals for assistance, supportive listening, education for the public regarding mental illness, advocacy and support for individuals with chronic mental illness and their families. Monthly support meetings for all interested persons.
REFERRAL SOURCES: Self-referral by phone, walk-ins okay at meetings, other agency or person, AMI member or friend.
HOURS OF SERVICE: Meetings are held at Garrett College the second Thursday of each month from 7 p.m. to 9 p.m. Call for room no.
Families know all too well that we are failing children and adolescents with mental illnesses. The antiquated and fragmented systems of care designed to serve the needs of these youth have repeatedly failed them, despite the fact that a growing number of young people are diagnosed with serious mental illnesses.
The NAMI Child & Adolescent Action Center is working to focus attention on the critical need for systems reform and to support communities and families. Our goal is to build and support our grassroots advocacy to ensure an expanded systems reform agenda at every level of government.

Inpatient Psychiatric Services for Adolescents:
The Chesapeake Unit at Potomac Ridge Behavioral Health Center provides inpatient care for adolescents whose acute symptoms require a safe and structured therapeutic environment for stabilization 24 hours a day.
The treatment model includes an interdisciplinary team approach utilizing psychiatrists, social workers, case managers, psychiatric nurses, expressive therapists and mental health technicians who work closely with the adolescent's family. The goal of treatment is to stabilize a teen's psychiatric symptoms such as depression or anxiety, provide behavior modification treatment to manage out-of-control behaviors, and to provide substance abuse education and treatment when necessary.
Adolescent Sexual Offender Program: Provides sexual offense treatment for adolescent males between the ages of 12-18. Referrals accepted for both adjudicated and non-adjudicated youth.

Pressley Ridge is a 172-year-old nonprofit agency. Today, we provide an array of social services, special education programs, and mental health services for troubled children and their families in Delaware, Maryland, Ohio, Pennsylvania, Virginia, Washington, DC and West Virginia, as well as worldwide.
Purpose: To keep kids in their own county; provide nurturing local families so they can learn how to live with their families or become effective adults; provide structured, caring, community-based resources that work.
Services Offered: Case management; therapeutic treatment environments for local kids who need to be placed out of their homes; clinical therapy in Frostburg office; take referrals; provide home studies; fill in cracks as needed.
Referral Sources: Appointments advised, but walk-ins will be helped. Other sources are existing child care & protection agencies, attorneys, OCYF.
Hours of Service: Mon. thru Fri., 8:30 AM to 4 PM. After hours pager locates staff for emergencies.
Fees for Service: Fees for home studies, MA eligible; per diem rate for out-of-home foster care. No fee scale.
Geographic Area Served: Western MD counties, especially Garrett & Allegany.
Ages Served: 4-18
Income Guidelines: No
Documents Required: Birth certificate, social security card, MA card, family history, etc. Providers and kids need physicals, etc.

WMAHEC is a partner of Maryland Covering Kids & Families conducting outreach and education about Maryland Children's Health Program (MCHP) and MCHP Premium for uninsured working families. MCHP and MCHP Premium are free and low-cost health care coverage programs for children through age 18, and for pregnant women and their unborn children. Services covered include doctor visits, hospitalizations, prescriptions, and dental and mental health services. This project is funded by the University of Maryland, Baltimore.
